The United Nations General Assembly is not the same as the so called "Security Council". 2011 - in absence of Russia and China, the "Security Council" voted for the so called "Non-Flight-Zone". Tripoli is been controlled by "Libya Dawn", an alliance of former militias "Rebels" and a armed faction from the city of Misirata that set up a self-declared government and parliament in the capital. Misirata was bombarded in 2011 from the sea, by possible US / British or French rockets, which was then pointed to the Libyan Jamahiriya Armed Forces, to turn the Misirata people against Muammar Al Gaddafi.
The Misirata people have proved them-self, to be some of the most cruel people in Libya. Just as US, Britain and France needed them to be.
The internationally "recognised government" and "elected" parliament had to flee to the east of the country, since they were driven out of Tripoli, the capital city. It is backed by a former Gaddafi ally, General Khalifa Haftar, who had been living many years in the United States...., and a quiet loose formation of other armed groups.
The deal proposed by the United Nations, calls for a "one-year united national government", with the current elected parliament as the legislature, and another chamber as a consultative body.
